Rock masses can be usefully considered as being a composite material that comprises blocks of intact rock surrounded by fractures. The two criteria can be transformed from one to another ( Hoek and Brown, 1997). Together with the Mohr–Coulomb criterion, the Hoek–Brown criterion enjoys wide applications, especially for fractured hard rocks, for both numerical modeling and rock classification.
